Well, Hokkien people always relates this to the actual new year for them. Although I'm a Cantonese, being in Penang doesn't keep anyone away of welcoming of 9th day CNY (Jade Emperor).My daughter does enjoy playing with fireworks that night and for us, just a normal prayer which start at midnight.
